How can we be sure that Delhi Commonwealth Games 2010 won't be the repeat of Munich Olympic 1972?

The govt claims that the security is 4 tier, so its impossible for anyone to disrupt but what we saw yesterday surely wasn't the best example of tight security arrangement. But still I feel that during the games terrorists won't be able to strike in delhi but I'm afraid that the other big Indian cities are vulnerable
